Project writing and management – About Experts

Chairperson of the European Center “Pro-Europa” in Comrat. Professional experience in the non-governmental sector is about 16 years. By education she is a lawyer, also has a master degree in business administration.

Through the implementation of project activities in the territory of ATU Gagauzia, she brings socially significant changes to the community (supporting socially vulnerable categories of citizens, promoting and protecting human rights, increasing the role of women in society, motivating young people to take an active part in local and regional decision-making through the creation and operation of a network of EuroClubs, assistance to rural development, etc.).

Expert activity: she is a consultant for community development in ATU Gagauzia and Taraclia region, strategic planning and community mobilization, expert on implementation of the LEADER program, also studied the experience of NGO development in America, Slovakia, Lithuania, Romania and Sweden.

The author of the workshop “The concept of social and ethical marketing in NGOs in the context of the European integration of the Republic of Moldova.”

Adam Balcer

Adam Balcer is a political scientist, expert in the area of Central-Eastern Europe, the Black Sea region and the Polish foreign policy. He works also as National Researcher at the European Council on Foreign Relations (ECFR). Lecturer at the Centre of East European Studies (SEW) at the Warsaw University. He cooperates on the permanent basis with journals “Nowa Europa Wschodnia”, “New Eastern Europe” and “Aspen Review Central Europe” and webpage “Dialog Forum. Perspektiven aus der mitte Europas” .

Former Expert at the Department of Central Europe of Balkan section (2001-2009) and Project Leader of the Turkish project at the Centre for Eastern Studies (2005-2009). In the period of 2009-2013 Director of “Enlargement and Neighborhood” Program at demosEUROPA-Centre for European Strategy. Member of the Advisory Group to the Committee of Foreign Relations at the Polish Parliament (2010-2012). Adviser at the Presidential Expert Program (2013-2015). In 2015 he was director of annual conference “Polish Eastern Policy”- the largest event in Poland dedicated to the Eastern Europe. Author of numerous articles and reports and co-author of the books “Polska na globalnej szachownicy” (Poland on the global chessboard) and “Orzeł i Półksiężyc. 600 lat polskiej publicystyki poświęconej Turcji” (The Eagle and the crescent. 600 years of Polish publications about Turkey.)
